To a big portion we are the sum of our experiences. Since no person is born at exactly the same time in exactly the same location with exactly the same circumstances we are all defined by different experiences.

Your personality is mostly formed by your experiences rather than your DNA (although that probably plays some part too). Since no one has the same experiences as anyone else over their lives OR the same DNA everyone is different

When you’re born your brain is still a work in progress and remains so for the rest of your life.

Particularly in new borns there are periods of time where particular aspects of brain development are occurring which are based on experience. New connections are being formed and destroyed between parts of the brain and lots of fine adjustments. These physical changes are inseparable from chemical changes as we form memories and condition responses based on the world around us.

As the others have said everyones experience and genetic background are different and as a result the structure and fine function of their brains are also different including personality. There are some inherited conditions that have a profound affect on personality, but the most severe of these are very rare.
